J&K GK · 2026-09-30 · 6 min read

The Jammu and Kashmir Reorganisation Act, 2019 shows up in almost every JKSSB paper's General Awareness section — Junior Assistant, Finance Accounts Assistant, Class-IV, SI, VLW. The questions are factual recall: a date, a number of seats, which part covers what. One focused session covers most of what can be asked.

Key numbers: 103 sections · 14 parts · 5 schedules · UTs formed on 31 October 2019 · Assembly 107 seats → 114 after the 2023 amendment · 5 Lok Sabha + 4 Rajya Sabha seats for J&K, 1 Lok Sabha seat for Ladakh

Timeline

  • 5 August 2019 — Bill introduced and passed in the Rajya Sabha; the Presidential order made most of Article 370 inoperative the same day
  • 6 August 2019 — Passed by the Lok Sabha
  • 9 August 2019 — Presidential assent
  • 31 October 2019 — 'Appointed day': the two UTs came into existence (Sardar Patel's birth anniversary)
  • December 2023 — A five-judge Constitution Bench of the Supreme Court upheld the abrogation of Article 370

Structure of the Act

The Act has 103 sections in 14 parts, with 5 schedules. It split the former state into two Union Territories:

  • UT of Jammu and Kashmir — with a legislature, administered on the Article 239A model (like Puducherry), headed by a Lieutenant Governor
  • UT of Ladakh (Leh and Kargil districts) — without a legislature

Both UTs share one High Court, now the High Court of Jammu & Kashmir and Ladakh; Part VIII of the Act deals with it.

Seats: the most-asked numbers

  • Section 14 (original): 107 Assembly seats, of which 24 are for PoK areas and kept vacant
  • Section 15: the LG may nominate 2 women if they're not adequately represented
  • Assembly term: 5 years (down from 6 under the former state constitution)
  • Council of Ministers: at most 10% of the Assembly's total strength
  • Parliament: J&K has 5 Lok Sabha and 4 Rajya Sabha seats; Ladakh has 1 Lok Sabha seat

Updates newer papers test

  • Delimitation (May 2022) — Commission chaired by Justice (Retd.) Ranjana Prakash Desai: 90 elected seats — 43 Jammu, 47 Kashmir; 9 ST and 7 SC seats
  • Amendment Act, 2023 — total raised to 114 (90 + 24 PoK); LG may nominate up to 2 Kashmiri migrants (one a woman) and 1 displaced person from PoK
  • Elections (Sept–Oct 2024) — first Assembly polls under the UT set-up, in three phases; Omar Abdullah sworn in as CM on 16 October 2024
