Rural Development Schemes & SDGs for JKSSB Panchayat Account Assistant

J&K GK · 2026-10-12 · 6 min read

The Panchayat Accounts Assistant syllabus asks for Centrally Sponsored Schemes — guidelines and objectives and the Sustainable Development Goals. Both are fact-recall topics: launch year, purpose, and which scheme does what.

Centrally Sponsored vs Central Sector

  • A Centrally Sponsored Scheme is funded jointly by the Centre and the states and implemented by the states
  • A Central Sector Scheme is 100% funded by the Union government
  • Funds for both flow through PFMS: see our PFMS notes

Rural schemes to know

  • PMGSY (Pradhan Mantri Gram Sadak Yojana) — launched 25 December 2000 for all-weather road connectivity to unconnected habitations
  • Swachh Bharat Mission (Gramin) — launched 2 October 2014 for sanitation and an open-defecation-free India
  • PMAY-G (Pradhan Mantri Awas Yojana – Gramin) — launched November 2016; pucca houses for the rural poor
  • Jal Jeevan Mission — announced in 2019; a functional tap water connection for every rural household ('Har Ghar Jal')

The rural employment guarantee has changed

Important update: the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA, 2005), which guaranteed 100 days of work, has been replaced by the VB-G RAM G Act, in force from 1 July 2026, which guarantees 125 days per rural household each year. Old study material still says MGNREGA; know both.

Check the Ministry of Rural Development and PIB for the latest guidelines, because scheme rules, names and funding patterns change.

The 17 Sustainable Development Goals

The UN adopted the 17 SDGs in 2015, to be achieved by 2030:

  • 1 No Poverty · 2 Zero Hunger · 3 Good Health and Well-being · 4 Quality Education · 5 Gender Equality · 6 Clean Water and Sanitation
  • 7 Affordable and Clean Energy · 8 Decent Work and Economic Growth · 9 Industry, Innovation and Infrastructure · 10 Reduced Inequalities · 11 Sustainable Cities and Communities · 12 Responsible Consumption and Production
  • 13 Climate Action · 14 Life Below Water · 15 Life on Land · 16 Peace, Justice and Strong Institutions · 17 Partnerships for the Goals
Memory hook: Panchayat-level questions favour SDG 5 (gender equality), SDG 6 (water and sanitation) and SDG 1 (poverty). Match them to the schemes above.

Practise these with the Panchayati Raj & Rural Development questions and the Panchayati Raj revision sheet.
